Abstract

|
The main purpose of this study is to establish the future direction of Korean welfare state based on the diagnosis of of changing social environment and work out the detailed policies to realize those direction This study analyzed the changing trends of poverty, income inequality, old and new social risks, and evaluate the welfare strategies of DJ administration, Noh Muhyun administration, and MB administration, Based on the analysis, this study provide two basic directions for Korean welfare stare, The first one is to construct the unresolved problem in our society, The other one is to alleviate the gap between tax burden and welfare benefits to overcome the low reliability of state welfare. In other words, the basic direction for Korean welfare state is to solve the problem of economic polarization in advance, based on the assumption that there has been always inequal income redistribution structure being the base of old and new social risks. After that, the trust formation for the state welfare expansion is also needed.
